Does it have a locked bootloader?

Yes it does come with a locked bootloader, although it will be unlocked via a software upgrade as per the announcement made on HTC’s Facebook page by them.
Which one should we go for Samsung galaxy s2 or htc sensation…

If you love Sense UI, go for HTC SENSATION. For all other people, the best buy is GALAXY S II as it beats the SENSATION hands down!
