According to a press release issued, Samsung Galaxy Note LTE will be available in AT&T stores beginning February 19 for $299.99 with a two-year agreement, while you will be able to pre-order starting February 5.

Sprint begins removing Carrier IQ from HTC phones
HTC has confirmed to The Verge that it is working with Sprint to release maintenance updates that will remove Carrier IQ from its phones. Reportedly the first phone to get this update is HTC Evo 3D, which recently got a bug fix update.
There is no clear time-frame for the update roll-out for other phones.
